In Victoria, whether you need a permit to build a shed depends on the size and location of the shed. Here are the general guidelines:
Building Permit Requirements

A building permit is required if the shed is larger than 10 square meters in area or more than 3 meters in height. If the shed is closer than 1 meter to a boundary, it must not exceed 2.4 meters in height to avoid needing a permit.

If your shed is under 10 square meters and meets the height restrictions mentioned above, you typically do not need a building permit. (You may still need a planning permit or easement approval if you are placing your shed over an easement)
3. Additional Considerations:

If the shed is for domestic use & construction cost exceeds $16,000 and you are an owner-builder, you will need to obtain a certificate of consent from the Victorian Building Authority. Alternatively you could provide a signed contract with a Registered Builder.
