How to get a spa or pool permit

To obtain a permit for a spa or swimming pool in Victoria, you'll typically need to provide the following information and documentation to the building surveyor:

  1. Detailed Plans: Detailed plans of the proposed spa or swimming pool, including dimensions, location on the property, pool fencing details, and any accompanying structures (such as decking or pergolas). These plans should comply with relevant building codes and standards, such as the Building Code of Australia (BCA) and Australian Standard AS1926.1 for pool fencing.

  2. Site Plan: A site plan showing the location of the spa or swimming pool in relation to existing structures, property boundaries, and any relevant features on the site.

  3. Engineering Specifications: For above ground spas & pools, engineering is very rarely required & the concrete pads (under spas) are simply built to the manufacturers recommendations. However, for any inground swimming pools, engineering specifications will be required to ensure it meets necessary structural requirements. Often the pool manufacturer can provide all the engineering to you for no additional charge. If you are building a customised inground concrete pool we have consulting engineers that can help you with the structural & hydraulic designs.

  4. Compliance with Regulations: Ensure that the proposed spa or swimming pool complies with all relevant regulations, including setback requirements, fencing regulations, and any local planning overlays or building regulations.

  5. Safety Features: Provide details of safety features, including fencing, gates, and pool covers, to ensure compliance with safety standards and prevent access by unsupervised children.

  6. Other Approvals: Depending on the specific circumstances, you may need approvals from other authorities, such as Town Planning through local council or Over-Easement approvals from the water authority.

  7. ​If your project costs more than $16,000 to build, you will need to obtain VBA Owner Builder Consent or provide a signed Contract with a Registered Builder who is eligible to do larger projects. The cost of an above ground spa or pool is not calculated into the $16,000 threshold.

 

It's essential to consult with a qualified building surveyor or building professional early in the planning process to ensure that you have all the necessary documentation and approvals in place before commencing construction. Requirements may vary depending on the specific location and circumstances, so it's best to seek guidance tailored to your project.
